Reading the Federal Budget

As my students taking my class on public health policy development and advocacy will know, reading the federal budget and understanding the budget process is difficult. To help, I point you to this piece by Bruce Bartlett. I am not recommending the piece because of its analysis of the budget or political position. However, it gives students an excellent example of strategic policy scanning as well as an insight into how to approach the budget.
